P-8 Senior Program Analyst

RBC, Inc. has a position available at Patuxent River, MD for a Senior Program Analyst to support the P-8A Aircraft Increment 3 IPT within the MPRA Program Office (PMA-290).  This position requires knowledge of NAVAIR program acquisition, financial/program tracking, and NAVAIR contracting and PPBE processes.  The candidate will be expected to support execution of program management processes, the development, submission, and management/tracking of contract packages including PIDs, CDRLs, SOOs/SOWs, IMS reporting, financial analysis, and cost estimates/budgets, be able to coordinate actions with multiple IPTs, monitor schedules, and provide status/reporting as needed. Experience with PPCs, PPAs, SOW, PIDs, RFPs, and program milestone tracking is required.  Experience with Navy ERP, AMS tools (CSPT, PMT and CDRL tool), and DoD SAFE are required.  Experience working with large DoD contractors is desired.  The candidate will work as a liaison between the IPT and NAVAIR Contracts on all contract actions including coordination and consolidation of proposal technical evaluations. The ideal candidate should be detail-oriented, proactive, and able to work independently.

This position requires a BS or BA in a business, management, or relevant technical discipline and a minimum of ten years of experience in U. S. Navy aviation program management, contracts management, business/technical analysis, and acquisition.  Eight additional years of relevant experience may be substituted for the college degree.  The individual must be highly proficient in the use of the Microsoft Office family of software to include Microsoft Excel, Word, PowerPoint, Outlook, Teams, as well as the NAVAIR Acquisition Management System suite of tools.  A current SECRET security clearance is required.

Facility Security Officer (FSO)/Contractor Special Security Officer (CSSO)/Insider Threat Program Senior Official (ITPSO)

 

RBC, Incorporated is seeking a qualified Facility Security Officer (FSO), Contractor Special Security Officer (CSSO), and Insider Threat Program Security Officer Senior Official (ITPSO) to support our California, Maryland office and our Corporate Home office in Alexandria, Virginia.

This essential role requires an in-depth knowledge of overall security programs to establish and maintain successful working relationships with both the Defense Counterintelligence and Security Agency (DCSA) and RBC personnel. The candidate will be responsible for developing, implementing, and managing organizational security policies and procedures in compliance with the National Industrial Security Program (NISP) and 32 CFR Part 117 (NISPOM) regulations. This includes maintaining security requirements and controls for all facilities and systems where National Security Information (NSI) is processed, stored, or transmitted. As the designated CSSO, the individual will act as the primary liaison between RBC and the government on all matters related to SCI security. Responsibilities include managing the SCI security program, conducting self-inspections for both the Maryland and Virginia office, and leading the company’s Insider Threat Program, which involves conducting Quarterly Insider Threat Working Group (ITWG) meetings. The candidate will also oversee security education, training, and awareness outreach, including initial and refresher briefings, as well as mandatory foreign travel briefings and debriefings for employees. Administrative duties are extensive and require precision in personnel security and documentation. The candidate will process initial, crossover, and periodic reinvestigation clearance requests using DISS, NBIS, and e-APP, while coordinating electronic fingerprint collection via the SWFT database. Operations include managing visit requests for classified meetings, coordinating foreign visit requests with government customer to meetings requiring foreign attendees, maintaining personnel security files, and ensuring compliance with Facility Clearance (FCL) standards through visitor control, badging, and entry/exit inspections. This includes working with DCSA on Site Assist Visits (SAVs) and compliance inspections as required for both offices. Furthermore, the FSO/CSSO will draft and revise DD-254s in coordination with the Corporate Contracts Manager. Candidate must be available to respond to facility alarms at the California, MD location as required. Candidate must possess at least two years of related security work experience and a thorough understanding of NISPOM requirements. Proficiency in the use of DISS, NISS, NBIS, and SWFT is essential, alongside proficient skills in the Microsoft Office suite (Excel, Word, PowerPoint, Outlook, and Teams). Strong written and oral communication skills are mandatory for this position. A current Top Secret security clearance is required, though TS/SCI eligibility is highly desired.

OPERATIONS PROGRAM ANALYST, JUNIOR

 

RBC, Inc. has a position open immediately at Patuxent River, MD for a Program Analyst, Junior to support the Business Management and Operations IPT within the MPRA Program Office (PMA-290). This position requires knowledge of program acquisition, action item management and tracking, and NAVAIR processes. The candidate will be expected to support the development and submission of executive-level and IPT program briefs and coordination, coordinate with PMA-290 Business Management and IPTs to plan and execute PMA-290 work space and facilities plans and monitor status; front office calendars; develop recommendations and draft responses to assigned data calls and drills; develop, staff, and execute mission essential travel plans and requests for review and approval; and assist in coordination of program office events. The ideal candidate should be detail-oriented, proactive, and able to work independently.

 

A candidate may qualify for this position with 0-3 years of relevant work experience and a BS or BA degree. An AA degree and an additional two years of relevant experience or a total of eight years of additional relevant experience may be substituted for the BS/BA degree. The individual must be highly proficient in the use of the Microsoft Office 365 family of software to include Microsoft Teams, SharePoint, Excel, Word, PowerPoint, and Outlook.

Program Analyst, Junior – New Zealand

 

RBC, Inc. has a position for a Program Analyst (PA) to provide program management, acquisition and technical support for the New Zealand P-8/P-3 Foreign Military Sales (FMS) Integrated Product Team (IPT). The PA will assist the FMS Case Manager and Deputy Case Managers with management tasks to include development of FMS cases, amendments and modifications and program briefs; coordinating and facilitating Program Management Reviews (PMRs), technical meetings and working groups. The PA will assist with contract management, development of acquisition documentation, and assist in management of Procurement Management Tool (PMT), Common Spend Plan Tool (CSPT) and Contract Data Requirement List (CDRL) tool in support of program procurements and financial planning. The PA will provide data management support utilizing KBR and New Zealand Share Point; assisting with program inquiries and data drills; analyzing data and distributing to the appropriate Subject Matter Expert for review and concurrence, as well as disclosure review of program documentation. Experience with procurement package processing, NAVAIR contracting, and PPBE processes is desired. Experience with PPCs, PPAs, SOW, PIDs, RFPs, and program milestone tracking is also desired. Experience working with large DoD contractors is also desired. The PA will coordinate with the New Zealand P-8/P-3 program team on a daily basis to track program progress, FMS case status and IPT cost, schedule and performance. The PA will coordinate with New Zealand and U.S. military and government counterparts to support program data calls relative to the New Zealand P-8/P-3 FMS program performance and status. The PA will communicate with SYSCOM Security Cooperation Office, and Navy International Programs Office personnel in the performance of the duties listed above.

 

This position requires a BA/BS degree and a minimum of four (4) years of experience in program management, business analysis, and U.S. Navy (USN) aircraft acquisition processes. Four (4) years of relevant experience may be substituted for the college degree. Experience in FMS and USN aircraft acquisition programs is required. International travel is required.

 

A current Secret security clearance is required.
