Executive Assistant (EA), Journeyman
The RBC office at Patuxent River, MD has an immediate vacancy to provide executive-level administrative and analytical support for the front office of the MPRA program office (PMA-290) on-site in Building 2185 at NAS at Patuxent River, MD. Responsibilities include administrative duties including preparation and tracking of travel orders via travel tracker tool, officer Fitness Reports, Enlisted Evaluations, and official command correspondence, processing of travel claims, preparation and coordination of visit requests, naval message preparation, answering telephones, maintaining records and files, reproduction, data entry, coordination of meetings and conference rooms, maintaining calendars and schedules for the PM and Principal Deputy PM, coordinate and execute award processing, welcome packages and check-in for new personal into the program office, and various other general administrative and operational tasks.
This position requires 3-10 years of experience in a customer and business-oriented administrative support position. Current experience with Defense Travel System (DTS), Basics II security procedures, and Microsoft Office application programs is required and knowledge of PMA/military organizational concepts, operations, and administrative requirements. A current security clearance is required.

Program Analyst, Journeyman
RBC, Incorporated is seeking a Program Analyst (PA) to provide program management, acquisition and technical support for the Germany P-8A Foreign Military Sales (FMS) Integrated Product Team (IPT). The PA will assist the FMS Case Manager and Deputy Case Managers with management tasks to include development of FMS cases, amendments and modifications and program briefs; coordinating and facilitating Program Management Reviews (PMRs), technical meetings and working groups. The PA will assist with contract management, development of acquisition documentation, and assist in management of Procurement Management Tool (PMT), Common Spend Plan Tool (CSPT) and Contract Data Requirement List (CDRL) tool in support of program procurements and financial planning. The PA will provide data management support utilizing KBR and Germany Share Point; assisting with program inquiries and data drills; analyzing data and distributing to the appropriate Subject Matter Expert for review and concurrence, as well as disclosure review of program documentation. Experience with procurement package processing, NAVAIR contracting, and PPBE processes is desired. Experience with PPCs, PPAs, SOW, PIDs, RFPs, and program milestone tracking is also desired. Experience working with large DoD contractors is also desired. The PA will coordinate with the Germany P-8A program team on a daily basis to track program progress, FMS case status and IPT cost, schedule and performance. The PA will coordinate with Germany and U.S. military and government counterparts to support program data calls relative to the Germany P-8A FMS program performance and status. The PA will communicate with SYSCOM Security Cooperation Office, and Navy International Programs Office personnel in the performance of the duties listed above.
This position requires a BA/BS degree and a minimum of four (4) years of experience in program management, business analysis, and U.S. Navy (USN) aircraft acquisition processes. Four (4) years of relevant additional experience may be substituted for the college degree. Experience in FMS and USN aircraft acquisition programs is required. International travel is required.

Financial Analyst, Journeyman
RBC has an immediate opening for a Financial Analyst, Journeyman on-site at Patuxent River, MD to support the Maritime Patrol & Reconnaissance Aircraft program office (PMA-290). The individual will provide financial analysis and support to the PMA-290 Lead BFM in planning and executing APN-1 and RDT&E budgets. Prepare draft funding documents and monitor and maintain funding obligation, commitments, and expenditures in Navy ERP (NERP) to meet OSD obligation and expenditure benchmarks. Prepare and update Work Assignment Agreements (WAAs). Review TWB and SOWs to ensure Comptroller approval and funds are executed in the correct, most expeditious manner. Work with PMA-290 IPTs and their support personnel to ensure funding is executed in accordance with approved TWB. Coordinate data collection with IPT leads and financial personnel for budget drills to include TAC codes, NERP workload planning, DAR-Q and Mid-Year reviews. Reconcile/research discrepancies in NERP and provide back-up documentation for corrections. Work with NAVAIR Comptroller to ensure they have required documentation to execute PMA-290 funds. Communicate with field activities receiving PMA-290 funding to ensure acceptance copies are received for funding and/or obligating documents. Create and update Budget and Project Structures via NERP for APN and RDT&E PMA-290 program efforts.
Candidate must be detailed oriented, have excellent organizational skills and be a self starter capable of handling multiple tasks in a fast-paced work atmosphere and have an understanding of the DoD Planning, Programming, and Budget Systems process. Experience with APN and RDT&E execution, NERP, and CSPT is required. Experience reconciling NERP reports is highly desirable. This position requires a BS or BA degree and 3-10 years of NAVAIR financial management experience or no degree and a minimum of 7 years of financial management experience. A current Secret security clearance is required.

P-8 Senior Program Analyst/Senior Acquisition Specialist
RBC, Inc. has a position available at Patuxent River, MD for a Senior Program Analyst/Senior Acquisition Specialist to support the P-8A Aircraft Increment 3 IPT within the MPRA Program Office (PMA-290). This position requires knowledge of NAVAIR program acquisition, financial/program tracking, and NAVAIR contracting and PPBE processes. Must be experienced in DoD and SECNAV 5000 series and development of associated acquisition documentation for ACAT programs and submission and defense of DoD budget exhibits. Previous NAVAIR acquisition experience at the IPT Lead or above is desired. Previous experience with the Navy’s Maritime Patrol and Reconnaissance community is desired. Significant team leadership experience is required. Experience with PPCs, PPAs, SOW, PIDs, RFPs, and program milestone tracking is required. Experience with Navy ERP, AMS tools (CSPT, PMT and CDRL tool), and DoD SAFE are required. Experience working with large DoD contractors is desired. The candidate will work in direct support of Government Level 1 and Level IPT leads to execute large ACAT 1C Major Defense Acquisition Programs (MDAPs). The candidate will be expected to support and direct execution of complex programs at IPT Level 2 and provide direct support and recommendations to Level 1 and Program Manager levels.
This position requires a MS or MA degree in a business, management, or relevant technical discipline and a minimum of ten years of experience in U. S. Navy aviation program management, contracts management, business/technical analysis, and acquisition. BS or BA degree and two additional years of relevant experience may be substituted for the MS or MA degree. The individual must be highly proficient in the use of the Microsoft Office family of software to include Microsoft Excel, Word, PowerPoint, Outlook, Teams, as well as the NAVAIR Acquisition Management System suite of tools.
A current and active SECRET security clearance is required, an active clearance at the TS/SCI level is desired.
