  Export Compliance Analyst (Mid-Level or Senior)

Work Location: Patuxent River, MD

Job Description:  Immediate position available with RBC Inc. to support US Navy P-8A Cooperative and FMS programs.  Candidates will monitor and support development of manufacturers’ technical assistance agreements in accordance with Defense Federal Acquisition Regulations System (DFARS).  Work with team of P-8A program disclosure and policy analysts to coordinate release of technical data and software to foreign governments and their contractors. Respond to requests for Third Party Transfer Agreements. Assist in development of Technology Control Plans.  Collect and analyze information pertaining to current and new capabilities planned for the P-8A foreign customers and work with P-8A engineers and cyber experts to identify new export requirements.  Assist in development of disclosure and export training for P-8A program analysts, Cooperative Program Personnel, and Foreign Liaison Officers.

Required Skills:  Strong working knowledge of ITAR and EAR. Familiarity with US military aircraft systems and subsystems. Working knowledge of Navy Foreign Disclosure Manual, TTSARBs and DDLs is desired.  Understanding of Security Cooperation Agreements and familiarity with US military acquisition processes a plus.  Candidates should possess excellent communication skills, the ability to coordinate with multiple stakeholders including Navy International Programs Office, Department of State, Defense Technology Security Administration, and have experience engaging senior level personnel.

Current Secret security clearance is required.  BS/BA in a relevant field and minimum of 5 years experience in export compliance for Mid-level or 7-10 years for Senior analyst position. 4 years of additional relevant experience may be substituted for the college degree.  Highly proficient in Microsoft Office family of software.

PROGRAM ANALYST

RBC has an immediate opening in Patuxent River, MD for a Program Analyst to support all aspects of the P-8A Special Missions Program to include business management, budgets, contracts, logistics, systems engineering, and operational requirements. Develop inputs to cost, schedule, and performance forecasts. Plan, draft, and coordinate Budget Estimate Submissions (BESs), Program Objective Memorandums (POMs), Acquisition Strategy Reviews (ASRs), requirements definitions, budget allocations, and procurement approaches. Create recommendations to long-range strategies and acquisitions schedules. Submit budgets, schedules, and programmatic briefs to Office of Secretary of Defense (OSD), Chief of Naval Operations (CNO), and Navy Comptroller (NAVCOMP). Plan, manage, budget, and coordinate technical and contract reporting requirements. Review vendors’ technical proposals and Bill of Materials (BOMs) submissions, and then draft and submit a Technical Assessment Review (TAR) and Independent Costs Estimate (ICE). Draft and generate Acquisition Plans (APs), Statement of Works (SOWs), Basic Ordering Agreements (BOAs), Determinations & Findings (D&Fs), Contract Data Requirements Lists (CDRLs), Memorandum of Understandings (MOUs), and financial, technical, and administrative documents. Demonstrate strong knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process. This position requires a BS/BA degree and a minimum of five years of experience as stated above. Four year of significant experience may be substituted for the college degree. A current SECRET security clearance is required.

Foreign Military Sales (FMS) Financial Analyst

RBC has an immediate opening for a Foreign Military Sales (FMS) Financial Analyst at Patuxent River, MD.  The candidate will provide FMS financial analysis support. Responsible for various financial functions including:  supporting the Integrated Product Team (IPT) in all financial aspects of the program including formulation of budget and estimates to support plans, programs and field activities.  Within this capacity, provide advice on effective and efficient methods for acquisition and use of funds to support the program. The candidate will utilize Management Information System for International Logistics (MISIL) to track and record allocations, commitments, obligations and expenditures throughout the life cycle of all FMS cases; Navy Enterprise Resource Planning (NERP) to execute the budget and provide funding to various field activities, maintain manpower and personnel requirements.  Utilize Defense Security Assistance Management System (DSAMS) to prepare Pricing and Availability (P&A) models and Letters of Offer and Acceptance (LOA) needed to procure and manage major defense systems, equipment and services, retrieve financial data and case information to assist in preparation of case modifications and/or amendments, monitor case status and print case reports.

The candidate will also assist with Program Management Reviews (PMRs), Financial Management Reviews (FMRs) and Country Reconciliation Reviews (CRRs) and support USN program/financial managers in tracking, monitoring, and reporting financial data, as requested.  Prepare and provide financial status of FMS cases through the preparation of documents, reconciliation of expenditures and case closure of financial data. Process funding documents in NAVY ERP to include Procurement Initiation Documents (PIDs), Procurement Requests (PRs), Military Interdepartmental Purchase Request (MIPRs), Interdepartmental Purchase Request (IPRs), Order For Work & Services/Direct Cite (RXs) and Order For Work & Services/Direct Cite (PXs) to fund field activities as required.  Draft letters and memos, as required, to NAVICP to realign case funds.  Ensure compliance with internal policies and procedures, as well as DAR, FAR and other government regulations.

This position requires a BS or BA degree and a minimum of 3 years of FMS financial management experience, or no degree and 7 years of FMS financial management experience.  A current Secret security clearance is required.
