OPERATIONS ADMINISTRATIVE ASSISTANT

RBC, Inc. has a position available for an operations administrative assistant to support Anti-Submarine Warfare Sensors and Systems Program Office (PMA-264) at Patuxent River Naval Air Station and the RBC Office in Lexington Park, MD.

The candidate duties include:  Assist in maintaining day-to-day program operating integrity across the program office IPT’s.  Assist in coordination on the preparation of acquisition documents, specifications, and standards that define the parameters of the program. Perform administrative duties as front desk receptionist and answering telephones. Assist in preparing travel orders and processing travel claims. Prepare official correspondence including naval message preparation, typing documents from handwritten drafts, preparation of graphic presentation material, proofreading, maintaining records and files, reproduction, and data entry. Assist with preparation and coordination of visit requests including country clearance requests. Assist front-office coordination of meetings, conferences, and various other general administrative and operational tasks.

Experience with Microsoft Office programs is required. Experience with Defense Travel System (DTS), Basics II security procedures, and data file management is desired.

A Current Secret clearance is desired.  Successful candidate must be able to qualify for a Secret Clearance.

Program Analyst

RBC Inc. has a position available for a Program Analyst at Patuxent River Naval Air Station. The candidate will help assist the PMA with Configuration, Risk and Data Management processes.

The candidate duties include: Schedule quarterly risk management boards including take minutes and track action items as appropriate. Assist IPT Leads with monitoring the Risk Exchange tool and ensure that the data in the tool is accurate.

Process all Engineering Change Proposals (ECPs) and Request for Variances (RFVs) in e.POWER.  Schedule Decentralized Change Control Boards (DCCBs) including take minutes and track action items. Assist PMA Chief Engineer maintain Configuration Management (CM) of the DOORS Database. Analyze current processes to ensure that the PMA is in accordance with the latest guidance and recommend improvement as necessary. Advise when Pre-DCCBs or similar meetings are necessary and schedule as appropriate. Review Statements of Work (SOWs) and Contract Data Requirements Lists (CDRLs) for accuracy and schedule Data Requirement Review Boards as necessary.

Experience with Risk Management and Configuration Management is desired.

A Current Secret clearance is desired. Successful candidate must be able to qualify for a Secret Clearance.

Program/Project Analyst

RBC, Inc. has a position available at Patuxent River, MD for a Program/Project Analyst to support ACAT I aircraft and mission systems programs in a large NAVAIR program office.  This position requires knowledge of program acquisition, financial/program tracking and management, NAVAIR contracting and PPBE processes and will be expected to support development/submission of contract packages including PIDs/PRs, CDRLs, SOWs and independent cost estimates; Coordinate with IPTs to validate and update procurement actions in the NAVAIR PMT, monitor milestones, and provide status.  Knowledge of aircraft mission systems and avionics/subsystems desired.

Cooperative Program Financial Analyst

RBC has an immediate opening for a Financial Analyst at Patuxent River, MD to support an ACAT I major defense program in a large NAVAIR program office.  The individual will provide financial analysis and support to the IPT Lead and BFMs in planning and executing Cooperative program Other Country Funds (OCF) including preparation of OCF documents and monitor funding execution.  Work with IPTs and their support personnel to ensure funding is executed in accordance with approved Team Work Books.  Coordinate data collection with IPT leads and financial personnel to respond to budget data calls.  Reconcile/research discrepancies in Navy ERP and provide back-up documentation for corrections.  Communicate with NAVAIR Comptroller and field activities to ensure documentation is in place to execute funds and funding/obligation acceptance copies are received.   Candidate must be detailed oriented, have excellent organizational skills, and be a self starter capable of handling multiple tasks in a fast-paced work environment.  Candidate must have an understanding of DoD PPBS process.

Experience with OCF execution and Navy ERP is required.  Experience reconciling Navy ERP reports is highly desirable.  This position requires a BS or BA degree in a Business, Management, or relevant technical discipline and a minimum of 4 years of financial management experience, two of which must be with the DoN.  If no degree, 12 years of FM experience is required.

Senior Program Analyst

RBC, Inc. has a position at Patuxent River, MD for a Senior Program Analyst to provide program management, acquisition and technical support for a large ACAT-I equivalent P-8A FMS case. Support includes assisting the Case Manager with case management tasks, develop program briefs, and coordinate and facilitate PMRs.  Candidate will assist in contract management and development of acquisition documentation.  Monitor and update Direct Hit data base tasks and provide assistance with program enquiries/drills, analyzing data and distribute to the appropriate SMEs for review and concurrence. Assist in directing a team of individuals on a daily basis to track program progress/status and case/IPT cost and schedule performance/EVM.  Coordinate with foreign and US military executive leadership on program data, performance, and status.  Communicate with Defense Security Assistance Management personnel and Navy International Policy Officers in the performance of the duties listed above. This position requires a BS or BA degree in Business, Management, or relevant technical discipline and a minimum of ten (10) years of experience in program management or technical/business analysis discipline.  Eight years of relevant experience may be substituted for the college degree. Six (6) years out of the prior ten years of experience supporting acquisition/analysis of major weapon systems and component development is required. P-8A aircraft systems knowledge is desired. Experience in FMS programs, international business, systems acquisition or life cycle logistics of systems and equipment is desired. Some international travel may be required.
