Financial Analyst

RBC has an immediate opening for a Financial Analyst on-site at Patuxent River, MD to support a large ACAT-1 acquisition program in a large PMA at NAVAIR.  Individual will provide financial analysis and support program lead/BFMs in planning and executing Cooperative program Other Country Funds (OCF).  Assist in the preparation of OCF/OMN documents and monitor funds execution.  Work with IPTs to ensure funding is executed in accordance with approved Team Work Books.  Reconcile/research discrepancies in Navy ERP and provide back-up documentation for corrections.  Communicate with field activities receiving funds to ensure funding/obligation acceptance copies received.

Experience with OCF/OMN execution and Navy ERP is required and experience reconciling Navy ERP reports desirable.

This position requires a BS or BA degree in a Business, Management, or relevant technical discipline and a minimum of 3 years of financial management experience, two of which must be with the DoN.  If no degree, 7 years of FM experience is required for this position.

A current Secret security clearance is required.

Senior Program Analyst

RBC, Inc. has an immediate position available at Patuxent River, MD for a Senior-level Program/Project/Management Analyst to support an aircraft Mission Systems team in a large NAVAIR Program Office. This position requires significant knowledge and experience in program acquisition and management, financial/budget and technical analyses, schedule tracking and management, NAVAIR contracting, and PPBE processes. Knowledge of aircraft mission systems, avionics, subsystems, and maintenance/logistics desired.  Candidate should be detail-oriented, proactive, able to work independently, and have excellent communications and organizational skills.

Position requires a MS/MA in a business, management, or relevant technical discipline and a minimum of ten years of experience in aviation program management, business/technical analysis, and/or aircraft weapon/aircraft/project acquisition.  A candidate with a BS/BA degree and 12 years of relevant experience is acceptable.

Senior Cooperative Program Analyst

RBC, Inc. has an immediate position available at Patuxent River, MD for a Senior Cooperative Program Analyst to support an ACAT 1 Cooperative program in a large NAVAIR program office. The candidate will assist Cooperative program leads in developing and/or updating detailed MOUs, organizational plans, POA&Ms, work packages, contracts, and interpreting data relating to Cooperative aircraft/weapon/project acquisition and associated products and related program information/schedules. Assist in developing briefing materials, communications products, and change control management of program documentation. Duties will require coordination and interface with US and Cooperative program leads, prime contractors, industry vendors, other PMA/NAVAIR/NAWC organizations, and other US and foreign Government representatives. DoD/NAVAIR program acquisition experience and excellent communication skills are required. Cooperative program, S&T management, and fleet maritime patrol aircraft experience desired.

This position requires MA/MS degree and 10 years of experience in program/acquisition management, technical/business analysis, or previous experience with cooperative program processes and policy. Program Analyst 

RBC, Inc. has a position available for a Program Analyst at the Patuxent River site. This position requires knowledge of NAVAIR program management, financial/program tracking, and NAVAIR contracting processes. The ideal candidate should be detail-oriented; proactive; able to work independently; and have prior experience in the development, submission, and management/tracking of contract packages (including Procurement Initiation Documents, Contract Data Requirements List, Statement of Objectives/ Statement of Work, and Technical Evaluation Reports). The candidate will support execution of program management processes; develop briefs; monitor schedules; provide status/reporting; and review milestone decision documentation.

Education: AS or AA degree

Experience: At least four (4) years of experience in U.S. Navy program management with desired experience in research and development, configuration management, system acquisitions, financial management, and test and evaluation.

A current Secret clearance is desired. Successful candidate must be able to qualify for a Secret clearance.

GFP/GFE Program Analyst

RBC, Inc. has a position available at Patuxent River, MD for a Program Analyst to support an ACAT I aircraft production program/GFP IPT in a large NAVAIR program office.  This position requires knowledge of COMSEC materials, tracking and management of GFP/GFE, and NAVAIR contracting processes.  The candidate will be expected to support development and submission of DD1149s; Coordinate with IPTs to procure and deliver required GFE/GFP, serve as liaison between prime contractor and GFP IPT, monitor schedules and provide status.  Knowledge of aircraft mission systems, avionics, subsystems, fleet maintenance, logistics, WAWF, and EKMS-1 COMSEC manual desired.  The ideal candidate should be detail-oriented, proactive with good communication skills, and able to work independently.  A retired Navy E6-E8 with maintenance /expediter experience is an excellent candidate. Position requires a BS/BA and a minimum of four years of experience in Navy aviation program management, business/ technical analysis, or acquisition.  Four years of relevant experience may be substituted for a college degree. Senior FMS Acquisition/Management Analyst

RBC, Inc. has an immediate position at Patuxent River, MD for a Senior FMS Program Acquisition/Management Analyst to provide program management, acquisition and technical support for a large ACAT-I equivalent FMS case. Support includes assisting the Case Manager with case management tasks, develop program briefs, and coordinate and facilitate PMRs.  Candidate will assist in contract management and development of acquisition documentation.  Monitor and update Direct Hit data base tasks and provide assistance with program enquiries/ drills, analyzing data and distribute to appropriate SMEs for review and concurrence. Assist in directing a team of individuals on a daily basis to track program progress/status and case/IPT cost and schedule performance.  Coordinate with foreign and US executive leadership on program data, performance, and status.

This position requires a MS/MA degree and a minimum of 10 years of experience in FMS program management.  6 years of relevant experience may be substituted for a master’s degree. Aircraft systems knowledge is desired. Experience in FMS programs, international business, systems acquisition or life cycle logistics of systems and equipment is required. A Secret security clearance is required.
