P-8A GFP Program Analyst

RBC, Inc. has an immediate position available at Patuxent River, MD for a Program Analyst to support the P-8A Production Government Furnished Property (GFP) IPT onsite within the MPRA Program Office (PMA-290).  The candidate will support P-8A GFP requirements, management, planning, budgeting, tracking, and reporting; assist with procedures for GFP receipt, storage, inventory control/tracking, shipping, material databases, receipt inspections, logistics support, and supply chain efficiencies; analyze GFP configuration management requirements and changes; interface with several Government information systems and management tools including, but not limited to, Navy ERP, FEDLOG, WAWF, Contractor portals, etc.; coordinate with P-8A Aircraft Systems and Mission Systems IPTs to procure, deliver and repair required GFP, coordinate procurement and delivery of Aviation Life Support System (ALSS); serve as liaison between P-8A prime contractors and P-8A GFP IPT and monitor milestone timelines and provide status as needed. Knowledge of maritime patrol aircraft, aircraft mission systems, avionics, subsystems, fleet maintenance, logistics, WAWF, and EKMS-1 COMSEC manual is desired.  The ideal candidate should be detail-oriented, proactive, multitask and work independently, and have knowledge of COMSEC materials and processes.

This position requires a BS or BA in a business, management, or relevant technical discipline and a minimum of eight years of experience in U. S. Navy aviation program management, business/technical analysis, and acquisition.  Eight years of relevant experience may be substituted for the college degree.  The individual must be highly proficient in the use of the Microsoft Office family of software to include Microsoft Excel, Word, PowerPoint, and Outlook.  A current SECRET security clearance is required.

Cooperative Program Financial Analyst

RBC has an immediate opening for a Financial Analyst at Patuxent River, MD to support an ACAT I major defense program in a large NAVAIR program office.  The individual will provide financial analysis and support to the IPT Lead and BFMs in planning and executing Cooperative program Other Country Funds (OCF) including preparation of OCF documents and monitor funding execution.  Work with IPTs and their support personnel to ensure funding is executed in accordance with approved Team Work Books.  Coordinate data collection with IPT leads and financial personnel to respond to budget data calls.  Reconcile/research discrepancies in Navy ERP and provide back-up documentation for corrections.  Communicate with NAVAIR Comptroller and field activities to ensure documentation is in place to execute funds and funding/obligation acceptance copies are received.   Candidate must be detailed oriented, have excellent organizational skills, and be a self starter capable of handling multiple tasks in a fast-paced work environment.  Candidate must have an understanding of DoD PPBS process.

Experience with OCF execution and Navy ERP is required.  Experience reconciling Navy ERP reports is highly desirable.  This position requires a BS or BA degree in a Business, Management, or relevant technical discipline and a minimum of 4 years of financial management experience, two of which must be with the DoN.  If no degree, 12 years of FM experience is required.

A current Secret security clearance is required.

Acquisition Program Analyst

RBC, Inc. has an immediate position available at Patuxent River, MD for a Program/Acquisition Analyst to support a large ACAT I aircraft acquisition program within a large NAVAIR Program Office.  This position requires knowledge of program acquisition, financial/program tracking, and NAVAIR contracting and PPBE processes.  The candidate will be expected to support the development and submission of contract packages including PIDs/PRs, CDRLs, SOWs and independent cost estimates; Coordinate with IPTs to validate and update procurement actions in the NAVAIR Procurement Management Tool (PMT), monitor milestone timelines and provide status as needed.  Knowledge of Navy aircraft weapons and armament systems/subsystems is desired.  The ideal candidate should be detail-oriented, proactive, and able to work independently.  This position requires a BS or BA in a business, management, or relevant technical discipline and a minimum of eight years of experience in U. S. Senior Program Analyst

RBC, Inc. has an immediate position available on-site at Patuxent River, MD for a Senior Program Analyst to support acoustics programs in a large NAVAIR program office.  This position requires knowledge of IPT organizational concepts, major weapon system acquisition, program management, logistics management, contract management, development of program documents.  Experience with ECP generation/review, procurement package processing and airborne acoustics programs or other fleet ASW operational experience a strong plus. Experience working with large DoD contractors a plus. Experience with PPCs, PPAs, SOW, PIDs, RFPs, and program milestone tracking required. Experience with ERP, PMT and WRAPS desired.  Position requires a BS or BA degree in an engineering, business, management or relevant technical discipline and a minimum of 10 years of experience in program management, technical, or business analysis related to weapon systems acquisition and life cycle management and a minimum of 6 out of the 10 years of recent work related to analysis and planning. 8 years of relevant experience may be substituted for the college degree.  Current SECRET security clearance is required.

Senior Program Analyst

RBC, Inc. has a position at Patuxent River, MD for a Senior Program Analyst to provide program management, acquisition and technical support for a large ACAT-I equivalent P-8A FMS case. Support includes assisting the Case Manager with case management tasks, develop program briefs, and coordinate and facilitate PMRs.  Candidate will assist in contract management and development of acquisition documentation.  Monitor and update Direct Hit data base tasks and provide assistance with program enquiries/drills, analyzing data and distribute to the appropriate SMEs for review and concurrence. Assist in directing a team of individuals on a daily basis to track program progress/status and case/IPT cost and schedule performance/EVM.  Coordinate with foreign and US military executive leadership on program data, performance, and status.  Communicate with Defense Security Assistance Management personnel and Navy International Policy Officers in the performance of the duties listed above. This position requires a BS or BA degree in Business, Management, or relevant technical discipline and a minimum of ten (10) years of experience in program management or technical/business analysis discipline.  Eight years of relevant experience may be substituted for the college degree. Six (6) years out of the prior ten years of experience supporting acquisition/analysis of major weapon systems and component development is required. P-8A aircraft systems knowledge is desired. Experience in FMS programs, international business, systems acquisition or life cycle logistics of systems and equipment is desired. Some international travel may be required.
